Since it moves correctly with no load, but locks up or doesn't work with a load I would suspect the slave having issues. Like a blown seal between chambers.

Hi Rich. I am wrapping up at Johns shop and wont be at a computer until next Monday. I just talked to the vintage truck shop and he said you had not called. so I will pass what he said. You need to jack up the front wheels and start the truck. remove the dust cap at the end of the valve. turn the small nut. its a 7/16 th. this nut adjusts the relation of the initiation valve and the control spool. If its wild left you need to tighten the nut until the wheels go to center. then fine tune it to hold center. he said this assumes you put it together properly. Jack

He also added that bottom port on the valve goes to the bottom port of the cylinder. Jack.
