There should be six bulbs and maybe your missing some or they're burned out. That dash lighting is not very bright as is, but there are bulb replacements you can use to increase the lighting. I forget the part number number but I'm sure others will chime in.

the back of the dash has several twist out connections that house the bulbs. make sure they are not burned out. The plastic plug that holds the wiring and pushes into the back of the dash has a number of wires for high beam, turn signal, etc.
on mine the cluster backlight was powered by a grey wire. if the bulbs are good, check that wire a test light. it should be on when the headlight switch is pulled....

Two big things...Grounds and Bulbs. I replaced the burned out bulbs...then had grounding problems. Then suddenly they started working and are fine. lol Once all the bulbs are working visibility is much better, but never as good as a face lit gauge.
