V = Vacuum-Hydraulic Brakes
H = Heavy Duty
40 = series 4000
12 = wheelbase, 187 inches
F = series 1964-66
1010 = serial number, 10 unit built that year
G = DOT GVW Rating.
The vin number should made this a 1964 or 1965.
