Fortunately, this sounds like an easy simple fix. Welding is a possibility, but riveting or bolting could be just as good. As long as the steel itself and the joint is structurally sound, the method of fastening really shouldn't matter.
That's one nice thing about not having any wood left in the bed of my truck: all of the rear end, suspension, and exhaust work is clear as day!
