Default '63 Suburban mid-body mounts

I have unearthed the remains of the original floor in my ride, which had been covered with plywood to reinforce the rooted out areas. The plan is to cut out the affected area and weld in a fabbed match. My question today is the large round washer body-suspension mount area, one of which is seen in the photo. There is NOTHING in them, top or bottom. But there doesn't seem to be a hole that goes all the way through either. I have looked at the supplemental manual but it doesn't explain to me what I need to do. Suggestions?
