If the issues that caused the outsourcing go away (which they never will) it could mean that Made in the USA would return.
The issue and cause are easy to understand, albeit painful. As follows:

Union wages, minimum wage, benefits, FICA, NLRB, OSHA, EPA, worker demands. All these issues are throughout our manufacturing, material acquisition and supply chains. It has all evolved into high prices chased by higher wages.

Communist Chinese labor. No benefits, no environmental issues, no worker issues. For years American companies have partnered with/and opened Chinese manufacturing plants in China. Taught them how to machine, inspect, mold, cast, assemble, innovate and design. China stole the rest from these companies. The formulas. The methods. The company secrets. So now they can operate alone and have become good at manufacturing. They own their own ships operated by Chinese crews, to deliver goods to the USA. No other country can come close to delivering the mass quantities quantities America demands. We can use other countries to mitigated but they all have low wage workers and etc, also. Tariffs now being tried are a reciprocal endeavor. The t i t for tat results in status quo costs to us. China will soon put Boeing and AirBus out of business with their new quiet Aircraft/Aerospace industry.

The American consumer will always buy Walmart, Harbor Freight, Home Depot and Amazon. (I.E. Chinese products).
Not all workers make $175,000 a year running a California transit train with a GED education. Don't hold your breath for Made in America. It's only service businesses, mining, drilling, small businesses. Obama tried this "kick start" approach with some companies and it all failed. The auto companies have been bumping along the bottom for 25 years. Fighting the workers all the way. The unions will need to be busted. We needed them back in the day to protect workers and they really helped a lot of people. Since then congress has passe many, many laws to protect workers and we have workman's comp and so on. The unions, however, stayed strong to be able to strike and threatened to cripple the company. An example of busting was when we busted the air traffic controllers when they stopped all commerce. That's the only avenue, but it is tricky because workers need good wages to live. We do need to eliminate any Military, drugs, medical related and computer products from non trustworthy nations.

Chinese workers don't complain, they don't strike, they can live on a leaf in hot water and a side of rice. You cause trouble, you die. It's called a communist dictatorship.

We CAN NOT create a hostile relationship with a country who will always have to buy food and resources from outside their country. We supply much to them. What a difficult task for the administration to levy tariffs and blame Covid 19 at China. tricky business. That's why they need to be behind the scene "friends". For our benefit.
