It appears that the protective coating is coming off with age, in later years a regular Mylar printed circuit replaced this type. If everything is in working order then I would suggest applying some sort of protective coating on the exposed areas but ultimately I would look for a 64-66 cluster with the Mylar printed circuit.

The conformal coating can be applied after removal of loose conformal coating and cleaning of the copper traces.
