Re: clean white walls
It doesn't sound like it would work on white walls, but I drive a limo with Michelin's and this stuff works great getting the white walls to pop. Try "Turtle Wax Wet'n Black Ultra Wet Tire Shine for wet, deep black, looking tires." Spray it on then wipe down the white wall with a paper shop towel.

Re: clean white walls
Second what GMCGuy mentioned, the Wet N Black. It really does a good job on the black and white of whitewalls. You want to wash them or start with new tires. It lasts a long time too. GM

Seconds on the Westley's,works great. Also for a dry/kwik wipe off Meguiars Kwik detailer on a microfiber rag works well! It leaves the tire looking clean and black without looking too shiny. Dave
