Default What was the purpose of this set screw

I'm going to guess is was a a set screw to keep the engine from reving too high via have the throttle wide open? Could it have been a governor?

I have never seen that particular bracket setup.
Is it an original part?

Yes, it came with trucks that used the 4 so. Hydramatic. The longer pass. side part is where the original throttle linkage was connected at the top. The shorter one is where the hydramatic kickdown rod was connected.
